Lt. Cmdr. Martin holds a bachelor’s and master’s degree from the University of San Francisco and is a graduate of the US Air Force Air Command & Staff College.  He attributes his diverse career choices to teenage experiences in the US Naval Sea Cadets, where he now volunteers an adult leader.   
Martin enlisted in the Army Military Police (MP) Corps in 1977, serving in the 504th MP Battalion, Presidio of San Francisco. After initial service in the Army, Martin enlisted in the Coast Guard Reserve, assigned to Marine Safety Office San Francisco.
During a break in his military service, Martin focused on a career with the Hayward California Police Department, holding leadership positions in of a variety of units including patrol, special investigations, internal affairs, child sexual abuse/special victims, tactical narcotics, US Marshal’s Fugitive Apprehension Strike Task Force and financial crimes.   Martin later served as a criminal investigator for the Office of the District Attorney, Tulare County, California.
Three months before the attacks of 9/11, Martin re-enlisted in the California Army National Guard, 870th MP Company.  Mobilized, Martin found himself once again a member of the 504th MP Bn, then at Ft. Lewis, Washington.  Mobilized a second time, Martin served in Iraq, his unit assigned operationally to 3rd Battalion, 7th Marines, the Army’s 800th Military Police Brigade, and finally the 16th Military Police Brigade (Airborne).  In 2005, Martin was commissioned in the Army Reserve, Transportation Corps, and served on active duty with the Surface Deployment and Distribution Command, Ft . Eustis, Virginia.  In 2008, Martin returned to his nautical roots, transferring his commission to the Navy Reserve, assigned to Fleet Industrial Supply Center, Yokosuka, Detachment Alpha, aboard NAS Lemoore.  Following active duty tours as a Division Officer for Navy Recruiting District San Francisco, and as Assistant Combat Logistics Force Officer, Military Sealift Command Far East, Singapore, Martin returned to drilling status as Supply Officer/N4, SEAL Team Seventeen, Unmanned Aircraft Systems, San Diego.  Martin mobilized in 2016 as a special investigator for the Military Commissions Defense Organization, Washington DC and Guantanamo Bay, Cuba.  In 2017 he was selected to serve on active duty as the Executive Officer for a unit within the Defense Intelligence Agency, his final tour prior to retirement.  
Martin is a qualified Navy Expeditionary Supply Corps Officer, authorized to wear the Small Craft Insignia, and various other service medals and ribbons.  As a Solider, he was authorized to wear the Army Combat Action Badge, and former wartime service insignia of the 800th MP Brigade, and 16th MP Brigade (Airborne).
